2.4.0 roadmap

@AlexWKinley @djanders19 @mattEhall and @RyanDavies19, we are close to launch the 2.2.2 version. It is time to start creating issues to assemble the roadmap for the 2.3.0 version

2.3.1 is out! (There were some CI/CD problems, so we jumped over the 2.3.0)

Time to start thinking on 2.4.0

2.3.5 is out! And now we have AUR packages to make installation on Arch and derivatives way easier!

@sanguinariojoe, that sounds like a good idea. We have enough new features to warrant a full release. @jtgrasb just a heads up about a new release if this impacts any of the work you are doing on WEC-Sim coupling automation
