Similar to #91, this adds the FPS patch + frame advance for DS3, to be used in SoulsTAS. Again, hooked but inactive until triggered by something else.

There's still an issue with what appears to be anti-tamper code that automatically overrides the FPS patch hooks after some time. Not sure how to go about preventing that yet.
