This PR addresses the following issues:

#112 Isolate to an fts directory
#113 Isolate to fts:fts user:group
#116 Isolate testing
#118 A previous pull request

There is a discovered issue:

The service is not fully under control of systemd
possibly due to the behavior of the run.py script?
Testing still needs to be completed.
