Add e2e coverage of block sync in fuel-core-tests by spinning up multiple fuel-core services with p2p enabled.

  • test what happens when there are multiple authorities producing with the same key
  • test what happens when there are multiple authorities producing with different keys
  • test that sync nodes can sync from other syncers while the producer is offline
