General cleanup to help improve builds.

  • disable jemalloc for rocksdb by default (takes ~40s to build), enabled in docker using a production flag
  • update cargo deps
  • attempt to dedupe building some deps (there's a lot of mess resulting from surf and ethers-rs still)
  • put dap schema build script in fuel-gql-client under feature flag as that is unused currently
