Just shuffling code around, moving a port used in PoA verifier to the ports module.
I'm guessing the port was left in this module to make it easy to extract into a common verifier that could be shared between multiple CMs in the future, but I think it's better to follow our architectural conventions and extract the port out later when we actually need to.
