NOTE: This is only for use with development of GEOS + MAPL 3. For "mainline" GEOS using MAPL 2, use the latest 6.x version of Baselibs.

This release of Baselibs updates many libraries including GFE to v1.3.0 and HDF5 to v1.10.9.

This release also adds xgboost v1.6.0 for use in GEOSgcm development.
