This PR updates GEOSgcm to MAPL 2.31.0. The main impetus for this PR is to introduce two new features and fixes:

  1. This has a change needed for land development as seen in Add Option to Use MODIS-based Snow Albedo Climatology  GEOSgcm_GridComp#618.
  2. Updates needed to use netCDF quantize abilities. Note that this will need an update to ESMA_env and ESMA_cmake which will come in a future PR. But, for now, this support is there, just can't be enabled until a newer netCDF is used.

In all testing, MAPL 2.31.0 is zero-diff.
