This PR moves GEOS to use the 2022 NRL Solar Cycle file prepared by @dr0cloud.
This is zero-diff to any runs prior to 2022, but will be non-zero-diff for runs 2022 and on.
Also: Up the Baselibs version in the CI (which has the new file).
