Upgrade to AGCM.rc.tmpl for RRTMGP v1.7 (from previous v1.6).
Only affects RRTMGP runs, not the default RRTMG.
This must be matched with a corresponding PR in @GEOSradiation_GridComp, since I change some of the configuration names for RRTMGP.
