Update to Baselibs 7.23.0

Description

This PR moves components.yaml to:

• ESMA_env v4.28.0
  • Baselibs 7.23.0 → GFE v1.15.0

This allows MAPL/GEOS to work with GCC 13.

Motivation and Context

This keeps MAPL up to date with the ESMA components.

How Has This Been Tested?

Ran GEOSgcm with the Baselibs. Zero-diff. All happy.
