This PR updates
components.yamlto ESMA_cmake v3.46.0. This version has theesma_add_fortran_submodulesfunction from @JulesKouatchou that is being used in MAPL 3 work.Even though MAPL 2 does not use this, we start here as it cannot hurt (and maybe someday we use it).
