Add sampled_urand_gen_max_ran routine
This adds the sampled_urand_gen_max_ran
routine which implements a generalized maximum-random overlap option (the default) with cloud condensate inhomogeneity making it consistent with RRTMG (i.e., Oreopoulous et al., 2012).
Beyond this, it is consistent with geos/v1.6+1.0.0
which is identical to mainline v1.6
