Flagencoders for foot-walking and foot-hiking #440

We currently do not have flag encoders for hiking and walking (graphhoppers are being used). We should be adding these as routing results for both can be increased, a pedestrian example route along a bundesstraße (instead of going through the forest):

We need someone to have a close look at the flagencoders of these profiles in terms of "usability". The hiking profile could be examined carefully looking at hiking paths in alpine regions.
