This reverts commit 4e434bc. This reverts the revert and re-enables bionic and disables trusty.
Pass datagov_in_service to the apache2 role, so apache2 doesn't get started before the inventory CKAN role disables it. This was likely causing intermittent request errors during deployment.
Mostly we just want to re-compile the python version on production inventory as we think it's related to #1375 (comment)
