UHV+ Neutron Accelerators were never added, and the current highest tier is too slow for high sizes of NAs. That are needed for good naqline setups and/or the new naqfuel depleting recipes.
This PR implements UHV+ Accelerators, aswell as removing the need for renaming on the current recipes, and introduces some cleaning to the tooltips.
