Add option to disable the commands for saving schematics serverside, downloading schematics and showing any serverside schematics present.
This allows serverside-schematica to only be used for controlling the player settings (printer), without players still being able to save schematics serverside
this pr should NOT be squashed when merged, this would mess up the git blame ignore revs tag
