Add important dependencies for developing on robots.

This PR adds the ROS tools needed for the development:

• Add plot-juggler and protobuf with the correct version
• Add gazebo
• Add panda packages in ROS2 (we have some forks of those). For now it's also fine to add them locally and build them in a ROS workspace.
