What steps will reproduce the problem?

Copy 'blacklist.txt' from https://github.com/ngosang/trackerslist in 'remove_trackers.txt'

What is the expected output? What do you see instead?

The trackers list inside 'remove_trackers.txt' is being ignored.

What version of the product are you using? On what operating system?

1.32.0.RC.4
All OS

Please provide any additional information below.

example:
http://bt-club.ws/announce # error
http://ulfbrueggemann.no-ip.org:6969/announce # not verified

It can not be process due to comment after the URL.
These comment must be ignored.

This issue fixed in release V1.32.0-RC.5
