QA Steps

• Log in as an admin
• Go to the following dataset /dataset/0ad65fe5-3ad3-5d79-a3f9-7893ded7963a
• Update the last updated date
• Run cron 2 times
• Go to the dataset again but with filters /dataset/0ad65fe5-3ad3-5d79-a3f9-7893ded7963a/data?conditions[0][property]=year&conditions[0][value]=2019&conditions[0][operator]=%3D&conditions[1][property]=quarter&conditions[1][value]=2&conditions[1][operator]=%3D
• Click the "Download Filtered data (CSV)" button
• Confirm the csv file has dates formatted as mm/dd/yyyy. You will have to open the file outside of excel to be sure of the correct formatting.
