This version of the Help Desk contains a Reply Template feature (similar to the Trip Planner Risk Templates) implemented by @powertashton. It also contains a fix to the Technician Note system, now allowing a technician to leave a note if no technician is assigned to an issue.

This version contains a fix for create and assign notifications not having their URLs set or not being sent at all. This update is not critical, however, notifications may not work correctly if not updated.

This version of the Help Desk prepares it for version 22, however fore the most part the user experience remains the same. Importantly this marks the point in the Help Desk's development where all legacy code has been removed and upgraded. To celebrate this achievement, the major version number has been ticked over to symbolize a fresh start for the Help Desk.
