Only 4 level enchantment shows up in the enchanting table

Describe the Issue

Only 4 level enchantment (just one which reguires level 4 and takes 1) shows up in the enchanting table despite my level is above 30.
I just want to now if this is a feature or a bug.

But how do you get good enchantments then? like silk touch and others?
