Describe the bug
TR is not available in SAML

To Reproduce
Steps to reproduce the behavior:

  1. install flex 5.0.22.nightly with --allow-pre-released-features
  2. check SAML for TR

Expected behavior
should be able to create TR like in TUI

  • Version [e.g. 22]
    -flex 5.0.22.nighlty
    DB mysql

  • Browser [e.g. stock browser, safari]
  • Version [e.g. 22]
