Is your feature request related to a problem? Please describe.

Casa is expecting admin lock file location at $JETTY_BASE/casa/.administrable. The hardcoded path blocks docker-casa feature enhancement on security as mentioned here.

Describe the solution you'd like

The admin lock file location can be customized via environment variable or Java options, i.e. -Dcasa.administrable.file=/path/to/lock/file so docker-casa can put the file inside directory writable by user running the container.
