Currently we load config from the filesystem. This makes it really hard to cluster... In Shib IDP v3 there is a way to load config from https. This would make our lives way easier.,

oxTrust can store files in central document store like Jackrabbit now: GluuFederation/oxTrust#1939
We need to add to IDP job to pull configs and metadata files from this store periodically.
