Our initial plan was to not do a 9.6.0, hence we have been merging breaking changes into master over the last month. Now we want to cut a new release including new experimental responsiveness stuff, but we aren't done with all the various breaking change items we want to do. So we'll make a new 9.x branch and cherrypick a few commits.

We'll also include any bug fixes that we can.

we get #13961 merged (but will only have english strings), but may not have time
