Initial cloud-samples-tools release of Ariwete

• Initial version of command line tool to diff collections of tests to see which ones have changes
• "tool" renamed to ariwete
• Tagging first version hosted in cloud-samples-tools repo, no binary releases. Intended to be used via git checkout of a tag and built locally by testing infra.
