Update

The base images are now based on Ubuntu 16.04 (previously Debian 8). To lock to the latest Debian 8 image, replace runtime: php with runtime: gs://runtime-builders/php-default-builder-20180509160643.yaml but note that the Debian 8 image will no longer be updated.
