DevInit Iteration 0 failed with error code OK (when connection is refused) #4671

Related to #4662

DevInit Iteration 0 in progress
DevInit Iteration 0 failed with error code OK
exiting dev mode because first deploy failed: unable to connect to Kubernetes: Get "https://127.0.0.1:32768/version?timeout=32s": dial tcp 127.0.0.1:32768: connect: connection refused
Exited with code 1.

This should say something like:

DevInit iteration 0: In progress
DevInit iteration 0: failed with CONNECTION_REFUSED:  unable to connect to Kubernetes context <name>: Get "https://127.0.0.1:32768/version?timeout=32s": dial tcp 127.0.0.1:32768: connect: connection refused
