The change fixes the explanation of the repository guide. Also, some explanations of en/community/ruby-core were obsolete.
`rubyforge.org` has been inaccessible for years and I don't think it's worth mentioning here. Also, GitHub is now quite popular so I changes the wordings slightly.
Now the primary repository is Git
This is intentional change because official Git repository is not that robust and we'd like people to use mirror when possible. See: ruby/ruby#2194 (comment)

`git clone` didn't work with `git@git.ruby-lang.org:ruby/ruby.git`, but it works with `git@git.ruby-lang.org:ruby.git`, so we better use the later here.
