feat: pipeline dispatch part 1, add definition

What's changed and what's your intention?

This is patch adds dispatcher definition to pipeline yaml, as the part 1 of pipeline dispatcher #5326

The implementation is slight different from what I described in the issue. The default rule is removed and current pipeline will be treated as the default one.
