Problems with subqueing

When having large numbers of short jobs, and when sub-queuing is triggered it can happen that whilst longbow is trying to submit jobs that other jobs finish. This means that the counters can be incremented beyond the number of allowed jobs in the slot, this then means that jobs are marked in error state incorrectly.
