This PR proposes adding base URL prefixes to the CodeSystem and NamingSystem information in the HL7 Terminology website as per a proposal of the RDF Subgroup of the HL7 ITS working group.
This PR seems to expose a previously unreported bug: if you set a value for CodeSystem.identifier[].type, it doesn't get emitted in the JSON version of the document. We will probably not end up using this field, but if it is used, this PR could be used to demonstrate this bug. Otherwise, another example will likely need to be created to demonstrate this.
