CLM5.0 for direct use in TSMP-PDAF

This branch of CTSM contains CLM5.0 for use in TSMP-PDAF (https://github.com/HPSCTerrSys/TSMP).

This branch starts from the latest release of CLM (currently: release-clm5.0, https://github.com/ESCOMP/CTSM/tree/release-clm5.0).

The following changes are added to make this branch immediately usable with TSMP-PDAF:
