Performance 2021 chapter markdown (#2434)

* Initial draft version

* Make stat smaller

* Intro edits

1. Changed slow-loading to slow-to-load, the format better match slow-to-respond;
2. Added a "the" before user experience and removed a "the" from before Core Web Vitals
3. Numbered the second paragraph.  The first 2 points were numbered and the last two were not.  Was inconsistent.
4. Italicized the questions so that there's more visual delineation between the Q&A.

Put "the" back to the Core Web Vitals.  I can see how it's used but it still sounded a bit awkward to me.  However, to keep it consistent, I'm adding it back.
