Steps to Reproduce:

  1. Create new Cloud environment (3.0)
  2. Log in as a superuser

Expected Behavior:
The site loads with editing features shown.

Actual Behavior:
The site gives a Null Reference Exception error.

In troubleshooting this issue, it appears that for some reason, the CMS completely ignores any attempt to load existing locales in the Hotcakes Cloud environment.
