Work with a "generic" ruleset to enable a ruleset testing page on the dashboard (rather than use DFID specific ruleset in general release dashboard)

Rulesets in the validator is not yet live, and the rulesets pages on the dashboard make a lot less sense without these. Due to these, and the missing test results bug, I'm going to remove the rulesets functionality from the dashboard for Iteration 2.
