Update terraform plugin version

There is a bug in terraform-plugin-sdk that causes acceptance to fail when they shouldn't, steps with ImportState fail if the configuration contains any data sources. Updating to the latest version fixes the problem

Steps used for this PR:

• Updated version to 2.24.0 for terraform-plugin-sdk in go.mod
• Ran go mod tidy

Error that occurs with old plugin version: Failed state verification, resource with ID [...] not found.
