The goal is to allow deploying changes on momconnect AAQ in a new testing VM using github action

Changes

The following changes have been made:

• Adding github actions workflow for admin_app, backend, caddy, redis
• Updating Terraform scripts to increase instance memory

• Writing terraform script for Embeddings instance
