Description of problem

The database migration files cannot be exported and synced easily because Voyager stores all BREAD configuration in the database. It is necessary to have an export command that can handle both the first install and specific voyager tables. The data_types and data_rows are required on each export (if there are any changes). Additionally, we may need to export different voyager tables for the first deployment. For example, permissions tables, admin menus, or admin settings.
