Apply analog conversions to CoDICE packet data

We need to write some code to apply analog conversions to the CoDICE mnemonics that require it (i.e. those listed in the AnalogConversion tab of the TLM_COD_* spreadsheet. Ideally, this would be a generalized utility module or function that could be used by other instruments that also need such conversions, but first order is to get it working for CoDICE.
