Summary

We need to modify batch_starter.py and AWS Architecture in general to include logic for how to handle SPICE. Specifically:

  1. Where to create pointing frame kernel
  2. How to handle situations in which the batch job is set to kick off, but can't because there isn't enough spice data available for that day.
  3. Same as 2 but with the spin_file.csv
  4. How batch will know to kick off when later spice data becomes available and a data product still needs to be generated.
