Change proposal description

Remove the following folder https://inspire.ec.europa.eu/schemas/ge/ containing a very old/draft schema.

Issue faced

The presence of the folder may lead to confusion because the schema version is "0.0" and the namespace (i.e. ge) is wrong and no more used. In any case, the first draft version (i.e. 2.0) is available in the draft schema repository (https://inspire.ec.europa.eu/draft-schemas/ge/2.0/Geology.xsd).

Proposed solution

Remove the entire folder.
