Bug: Guestbook Fragment refers to Dataset page - breaks File Page

What steps does it take to reproduce the issue?
Try to access File page when there's a guestbook in the dataset and the dataset has custom terms of use - get 500 error

• Which page(s) does it occurs on? File Page

• What happens? 500 error

• To whom does it occur (all users, curators, superusers)? All

• What did you expect to happen? be able to access file page

Which version of Dataverse are you using? 6.3
