Ingest: Update Stata ingest to support Stata 16 & 17

Currently, Dataverse ingest tool only supports Stata 4-15. Please update the ingest to include support for Stata 16 and 17.

Here's where we added support for Stata 14 and 15:

• document that Stata 15 is supported #6444 #6451

• Sized at 10 to conduct the investigation into what will be needed to support Stata 16 & 17 files.
• Once the investigation is completed, a more accurate size should be applied by the person who performed the analysis
