System and superuser information and settings can only be read/changed via API #1574

As a DVN 3.6 network administrator, I have grown used to the Dataverse Network Options GUI. System-wide settings such as superuser management, classifications and controlled vocabularies, harvesting settings and persistent identifier utilities are accessed through this GUI.

Although some current DVN 3.6 functionality is implemented differently in Dataverse 4, settings like the ones mentioned above are still system-wide. It would be nice to have a web interface to see and manage these settings. Also, the audit log (#1532) could be accessible from this interface.

(I don't mind having an interface separate from the default Dataverse interface, as it could use the API to read and write settings.)

Unrelated to settings but related to a GUI for superusers, I've been thinking there should be some UI for superusers to be able to see the status of Solr, especially if it's in sync with the database or not. As I mentioned at #702 (comment) yesterday I stubbed out a tiny superuser interface prototype. Just a quick proof of concept.

I just realized that this issue is potentially a duplicate of the "Utilities Dashboard for Super Admins" issue at #840.
