Closes #14612

So far, couldn't really narrow down as to why the error doesn't cause the entire prerender process to fail on our setup. There are minor diffs in the setup I tried applying back and forth to no effect. Could be route guards (through tried disabling them already) or package versions.
So far the only similar thing I found is angular/angular#47039, so I've taken a similar brute-force error handler that at least seems to ensure a route load failure will fail the SSR/G build.
