Change MG based brem vs inclusive with target biasing

Issue description

It takes some time to make the GEANT based target biasing, one idea would be to do that with MG as well

Tasks

• Do the e + N -> e + N + gamma process in MG and pass the LHE to ldmx-sw
• Generate inclusive + target gamma samples in ldmx-sw
• Compare the distributions and timing
