Functions dpclt.tensor.zeros() and dpclt.tensor.empty() do not raise RuntimeError for float16 and float64 dtypes if device does not support these dtypes.

Fix gh-1038 by adding checks to dpt.empty, dpt.zeros

Both functions will now raise ValueError is data type
not natively supported by device is requested.
