Added kernel patching scripts for OpenSuSE Leap 15.0 and Tumbleweed

I've written these as part of helping us migrate the development environment at Work. The Tumbleweed one MIGHT be better rewritten as the Leap script was done later, but since I've "regressed" to Leap, it's a bit tricky for me to do right now

I've also worked on a SPEC file for generating an RPM. My idea right now is to push that to OpenSUSE's Open Build System and auto-build the package from there, but if there's interest and this change gets merged, I'm happy to contribute that script as well
